President Obama said December 6 that the framework of an agreement with Republicans had been reached on extending the 2001 and 2003 tax cuts that includes a one-year payroll tax cut for employees, an extension of some stimulus tax provisions for middle-income earners, tax incentives for businesses, and a compromise on the estate tax.
